Country Racing Protocol
Implementation Date - 1 September 2012
TIERS OF CLUBS
A four tiered Club structure - Strategic, Non-Strategic, Picnic
and Queensland Community Racing Scheme - has been implemented by
The Queensland All Codes Racing Industry Board trading as Racing
Queensland (RQ), which provides for a minimum of three (3)
strategic clubs per region.
Strategic Non-TAB Race Club
Are Clubs strategically located to ensure regional
sustainability. These Clubs currently provide increased
levels of infrastructure to support training and racing
requirements within each region.
Listed below are the key areas where funding distributions will
vary between the different tiers of racing.
Strategic Non-TAB Race Club
- RQ prizemoney allocation of $6,000 per race Non-Strategic
Non-TAB Race Club
- RQ prizemoney allocation of $5,000 per race Picnic/Grass
Fed
- RQ prizemoney allocation of $2,000 per race
QUEENSLAND COMMUNITY RACING SCHEME
Upon application Clubs are eligible for up to $5,000 for the
conduct of a QCRS meeting. A detailed set of QCRS conditions
are available on the RQ website.
GENERAL FUNDING ISSUES
All meetings will be programmed to conduct a five race card,
unless a race club wishes to conduct additional races at their
expense.
QTIS
Strategic Non-TAB Clubs - RQ will allocate one $5,000 QTIS race
for every two meetings allocated.
Non-Strategic and Picnic Non-TAB Clubs - RQ will allocate one
$5,000 QTIS race to every meeting where the minimum Club value add
is $2,500 or greater.
FEATURE RACE FUNDING
South East, Eastern Downs, Capricornia, Leichardt and
Far North Regions
- $5,000 to each Strategic race club
This funding is to be utilized on a single day and each race
club must contribute an additional $5,000 to the prizemoney offered
by RQ on these meetings to be eligible for the feature
funding. This can be expended in the form of one feature
race, the amount distributed across the entire race program or
clubs can add an additional race to their program.
Downs, Central West and North West Regions
- $10,000 to each Strategic race club
This funding is to be utilized on a single day and each race
club must contribute an additional $5,000 to the prizemoney offered
by RQ on these meetings to be eligible for the feature
funding. This can be expended in the form of one feature
race, the amount distributed across the entire race program or
clubs can add an additional race to their program.
Downs, Central West and North West
Regions
- $5,000 to each Non-Strategic Non-TAB race clubs
This funding is to be utilized on a single day and each race
club must contribute an additional $2,500 to the prizemoney offered
by RQ on these meetings to be eligible for the feature
funding. This can be expended in the form of one feature
race, the amount distributed across the entire race program or
clubs can add an additional race to their program.
ADMINISTRATION SUBSIDY
Strategic Non-TAB Club
Each Strategic Club will be allocated a $3,000 administration
subsidy for all meetings conducted. This funding will also be
provided in instances where meetings are abandoned following the
acceptance deadline.
Non-Strategic Non-TAB Race Clubs
RQ has no provision for the payment of an administration subsidy
to Non-TAB Non-Strategic Clubs.
MEETINGS CANCELLED DUE TO INCLEMENT WEATHER
The options for any non-TAB race club that has a race meeting
cancelled due to weather/state of the track are:
- Race meeting may be transferred to another venue to be
conducted on the allocated day with the agreement of the two (2)
race clubs concerned.
- Race meeting can be rescheduled to another date, provided that
no clash of dates eventuates (including across regions). This
is subject to approval of relevant Country Racing Associations
affected by proposed date change.
- The replacement date must be conducted within the current
racing season.
In the event that a meeting is abandoned following acceptances the
following funding will be provided:
- Strategic Non-TAB Club - to be paid the $3,000 administration
subsidy.
- Non-Strategic Non-TAB Club - to be paid $2,000 abandoned
meeting fee.
RACE DATE PROCESS
RQ will develop a draft race date schedule prior to January each
year, which will be provided to the CRC for consideration.
Following CRC consideration the draft dates will be distributed to
the CRA's for comment. This will enable the dates to be
integrated within both TAB and neighboring regional dates, in turn
providing the ability for stakeholders to participate at a maximum
number of meetings.
NOMINATIONS AND ACCEPTANCES
Strategic and Non-Strategic non-TAB club - Numbers
Required at Closing Times
- At the closure of acceptances, RQ require a minimum of 25
acceptances for the meeting to proceed.
- Each race is to have not less than 5 acceptances to proceed
with horses being an acceptor in any other race within a 3 day time
span not being recognized in the acceptance number required.
- At the closure of nominations, RQ will extend any race that has
less 8 nominations.
- If at the extended nomination deadline, RQ may delete any race
that has less than 5 nominations.
- Should any race or meeting fail to meet the required nomination
or acceptance numbers, RQ will give consideration to requests from
Clubs to self fund these events.
Picnic/Grass Fed and Self Funded - Numbers Required at
Closing Times
- At the closure of acceptances RQ, requires a minimum of 20
acceptances for the meeting to proceed.
- Each race is to have not less than 4 acceptances to
proceed.
- At the closure of nominations, RQ will extend any race that has
less 8 nominations.
- If at the extended nomination deadline, RQ may delete any race
that has less than 4 nominations.
- Should any race/meeting fail to meet the required nomination or
acceptance numbers, RQ will give consideration to requests from
Clubs to self fund these events.
DIVISION OF RACES
Downs, Central West & North West
Regions
- If at acceptance time the number of acceptances in a standard
prizemoney race exceeds 20 or more RQ will give consideration to
the division of the race.
- If a race has been cancelled due to lack of nominations or
acceptances, and there are 16 or more acceptances in any other
standard prizemoney race on the program, such race may be
divided.
- Clubs can self fund divisions of races which do not meet RQ
criteria.
- RQ will only give consideration to the division of one (1) race
on any program.
South East, Eastern Downs, Capricornia, Leichardt and
Far North Regions
- As stakeholders in these regions have increased opportunities
they will require a minimum of 24 acceptances in a standard
prizemoney race for RQ to consider a division.
- If a race has been cancelled due to lack of nominations or
acceptances, and there are 16 or more acceptances in any other
standard prizemoney race on the program, such race may be
divided.
- Clubs can self fund divisions of races which do not meet RQ
criteria.
- RQ will only give consideration to the division of one (1) race
on any program.
